86 Recommendations for change from the Renfrew County Inquest

On Tuesday, June 28, 2022, the jury recommendations from the Inquest into the deaths of Carol Culleton, Anastasia Kuzyk and Nathalie Warmerdam were presented. In total, 86 recommendations for change were made, speaking to oversight and accountability, system approaches, collaboration and communication, funding, education and training, measures addressing perpetrators of intimate partner violence, intervention and safety.


Luke’s Place Legal Director, Pamela Cross, participated in the Inquest as part of a panel of intimate partner violence experts. Pamela presented a report, Forty-four percent: A short history of intimate partner violence before the jury as part of a panel of intimate partner violence experts.

Pamela Cross also participated outside of her role as Legal Director. As part of this work, Pamela prepared a report, WE REMEMBER: A report from the community for the inquest into the murders of Carol Culleton, Anastasia Kuzyk and Nathalie Warmerdam, with funding from the Canadian Women’s Foundation. This report was presented as part of the inquest on June 8, 2022.
