Luke’s Place is pleased to announce the recent appointment of our Legal Director Pamela Cross as a co-chair of the “promotion of the responsive legal and justice systems” working group along with co-chair Deepa Mattoo, Executive Director of the Barbra Schlifer Commemorative Centre.

“I am deeply honoured to have been asked to play a role in the development of recommendations for a National Action Plan on Gender-Based Violence. Luke’s Place has a history of engaging collaboratively with others to advocate for systemic change to improve justice and legal outcomes for women fleeing abuse, and I will be bringing that experience to the table with my colleagues from across the country. The pandemic has shone a light on the seriousness of gender-based violence in Canada, so this is a perfect time to work towards a National Action Plan.”  Pamela Cross, Legal Director, Luke’s Place Support & Resource Centre for Women & Children

The NAP on GBV/VAW, federally funded by the Department of Women and Gender Equality (WAGE) will be led by Women’s Shelters Canada (WSC) and contracted Strategic Engagement Specialist, Dr. Amanda Dale.

Forty national experts will tackle four of five pillars identified by WAGE, in their vision of the National Action Plan.  The pillars are:

  • Prevention
  • Support for survivors and their families
  • Promotion of responsive legal and justice systems
  • Social infrastructure and enabling environment, including housing, childcare

Each working group will make recommendations that consider the different ways various experiences of violence impact communities.  They will ensure that in making those recommendations they do not redistribute harms to racialized, Indigenous, migrant, and disabled communities. The timelines are tight (work to be completed by spring) and the plan will aim to include a series of short-term actions that can be taken by government immediately, as well as longer term more complex items that will require efforts in multiple jurisdictions and sectors and federal/provincial/territorial cooperation.

“A National Action Plan on Gender Based Violence is long overdue, and I am thrilled that Luke’s Place Legal Director Pamela Cross will play an integral role informing the recommendations within the promotion of responsive legal and justice systems pillar. Pam is a respected expert on violence against women and the law and I am confident she will do an excellent job.” Carol Barkwell, Executive Director, Luke’s Place Support & Resource Centre for Women and Children
